The Honolulu City & County Down Payment Loan Program offers a zero-interest loan up to $40,000 amortized over 20 years to assist homebuyers who fall below the 80% Area Median Income or AMI (based on their household size). There is no loan fee and at the end of each year that a borrower makes their payments, an additional year's worth of payments owed are forgiven.
