The Housing Choice Voucher (HCV) first-time homeownership program provides for individuals and families that are assisted under the HUD program to use their monthly Section 8 subsidy to buy a home. Mortgage lenders under this HUD-FHA program will recognize the HVC subsidy as part of the buyer's income qualification. Furthermore, the qualified homeowner will continue to receive monthly assistance in meeting homeownership expenses. In 2017, there were 39 participants enrolled in this program in Hawaii!
To participate in this first-time homeownership program, the HCV participant must meet specific income and employment requirements (employment requirement does not apply to the elderly and disabled families), be a first-time homeowner, and satisfactorily complete a pre-assistance homeownership & housing counseling program required by the local Public Housing Authority.
